Statutory Documents and Planning Analysis for Local Planning Authorities
Lac Ste. Anne County MDP and LUB



As part of the planningAlliance led team, I worked as the primary project planner for the complete rewrite of the Lac Ste. Anne County’s Municipal Development Plan and Land Use Bylaw documents. The County faced major difficulties with its existing planning framework, and required a new approach to deal with some major challenges including poorly controlled developments, major aggregate operations, poor environmental protection, and a threat to traditional farming operations.

 

The draft MDP provides the overall vision for the County. It provides the policy framework to guide physical, environmental, economic, social and cultural development and provides direction to Council and administration on future decisions and other policy/regulation documents.

 

The draft Land Use Bylaw ensures sustainable and efficient patterns of development within the County, and provides the public with clarity and transparency on the types of development which shall be permitted.

Town of Mayerthorpe IDP

As primary project planner with pA, I have helped develop the draft Intermunicipal Development Plan for the Town of Mayerthorpe and Lac Ste. Anne County. The plan will provide the foundation for the County and Town to work in partnership for a progressive and planned future use of the lands surrounding the Town which are within County jurisdiction. In addition, it will provide conceptual recommendations for the timing, staging, and criteria for any future annexation proposals by the Town of Mayerthorpe.

 

The Plan sets out a clear vision for the future development the plan area, including a major proposed industrial/business park. It also addresses future highway commercial and residential land uses, and outlines how the subject lands should be serviced with sufficient levels of infrastructure to provide for the envisaged development.

 

City of Humboldt Growth Study

The City of Humboldt is strategically and geographically located within Saskatchewan’s potash and agricultural manufacturing belt. With new mining projects on the horizon that will bring rapid growth to the City, pA was retained to prepare a growth plan for the City based on estimated workforce demand and associated population growth, which I worked on as the primary project planner. The project also examined the topographical, environmental, and infrastructure limitations within and outside of the City of Humboldt which could limit or influence future growth and development.

 

The Growth Plan is a critical guiding document for future amendments to local planning instruments and will serve as a roadmap for anticipated infrastructure needs and capital investment requirements. The Study included an assessment of the City’s sewer, water distribution, transportation connectivity, land use distribution and environmentally sensitive areas.

 

 

Whitecourt MDP and LUB Update

I worked as the primary project planner for planningAlliance's update of the Town of Whitecourt's Municipal Development Plan and Land Use Bylaw. 

 

Whitecourt is a booming Town of over 10,000 people, experiencing major growth pressures from rapidly growing oil, gas and forestry industries in the surrounding region. The Town also faces physical constraints to its growth, which requires it to manage its available land in an efficient manner.

 

The updated planning document have sought to provide increase housing densities in the appropriate locations so as ensure a better use of the Town's available land, and that affordable housing options be provided for new residents of the Town. A clear vision is set out for the concentration of appropriate mixed use development in the downtown area to help revitalise the area and safeguard it as the true heart of the entire community.
